I am trying to figure out how does one run a two way set active in a way or how much rms power to run to the tweeters and how much to the mids. I am debating whether to keep the Arc Audio amps or switch to Zapco Reference amps to.

How much power will all depend on the speakers you use. What ARC amps do you have? To run active you need a HU that is capable of running active or an external processor like the BitOne or MS-8.

if you can do the zapco competition amps...4.0 and 9.0. those are great...however they are pricey. As far as power to a tweet or mid...that kind of depends. Ive seem people run 600 rms to comps for the headroom. More important than that though is how you set the gains in the amps

Meet or exceed the minimum remommended power for the each driver. Also pay attention to the resistance of the driver as many tweeters are 8 or 6 ohm.
Once you have the amp that you want to use, set the gains using a multimeter. (ac voltage output = sqrt(RMS Power * driver resistance)
