Here is Ralph's email and it in no way says that the vehicle in question is legal...It will be addressed with the rules and ethics committee.
There are many factors at work here. We depend on our director in the filed to make these determinations. If he is unable to a compositor is not happy with the directors determination it may be appealed to the rules and ethics board for review.
To address each issue in my opinion:
Custom body work for the purpose of customizing a vehicle is not reason for disqualification. If the mod is made to improve the audio system then it can be taken into account.
As for the floor, I have not seen the mod so I cannot say if it was to make the sound louder or just to patch a hole. That would need more before and after pictures.
The best argument would be the box height. If the box is higher than he windows then it would not be allowed I cannot make that determination by he picture you sent but that is a solid argument if you are correct about the box..
